Workshop (ninth of September 2012)

On the ninth of September 2012 at the Cultural Association center of Abdullah Ghanem "عبدالله غانم" in Baskinta "بسكنتا", the organization of " BaskintaBaytouna ," organized a workshop about sustainable development under the title "بين الواقع والمرتجى" and called for each of the municipalities and mayors Baskinta "بسكنتا", Kfarkab "كفرعقاب ", Zabougha "زبوغا", Kfertaih "كفرتيه", Bakatouta "بقعتوتة", Bekaatit Canaan "بقعاتة كنعان ", Ayn el Kaboo "عين القبو ", Machrah "مشرع " and Wadi El Karem "وادي الكرم ", as well the clubs and associations and representatives of the parties in the region.

The workshop started in a speech by President of the Assembly Mr. Elie Karam initiated by the definition of the Assembly and its goals , vision, and its founders are: active in civil society Miss Pamela kortbawi, Wissam Abi Haidar ,Nazih Khoury Hanna , Lamis Ghanem , Maher Medawar , and Elie Karam .

After the introduction each of the participants identified themselves and the party or the associations that they represents in Baskinta, to the present audience. Dr. Adnan Melki as the Interlocutor of the workshop, introduced the program prepared for the workshop , the dialogue was revovling about the concept of sustainable development , as well he pointed to the audience his point of view or definition of this concept, while a part the audience shared their view as well .The ideas concerning sustainable development were a bit hazy and not clear enough, and each repsentative of a movement in Baskinta interpreted their own idea according to their background or field of expertise and work.In order to clarify the view , Dr. Adnan Melki took another approach by asking the audience that are representing their village Baskinta , to write their own dreams or wishes for their village Baskinta…Mr. Adnan took these points and used them to start the steps that will lead to sustainable development in Baskinta and suburbs, these points where the frame that workshop was based on… Thus with this approach and the interference and the interlocutor, the concept and the rightful approach for sustainable development in Baskinta was more clear straight and concrete. The next step was also a question that led the audience to point out all the characteristic and the features that Baskinta and suburbs are well known for…and also unique for having.Once these points are all added , there were two ways pointed by the interlocutor, or two approaches to adapt and proceed after collecting all the point of view, characteristics and ideas.

- The first approach is to solve all the negative issues and obstacles

- The second approach is to focus and build on the positive points and advantages

Before starting this debate, there was a must to differentiate between the private and the public sector, and the role of the organization BaskintaBaytouna that invited for this workshop, and we must mention it is the first time these two sectors are gathered and having a descent and clear debate.

Therefore Dr Adnan explained that the lecturer should be integration between everyone and that the role of civil society urged the government institutions to do their homework , recalling that public institution in Lebanon over the war has fallen and were postponed for a long time during the war, institutions that deal with the lives and concerns of citizens has fallen, which was the motivation for organizations and civilian institutions to act as an alternative and fill the gap.The sustainable development doesn't start at certain point and then ends at a definite period, but the organizations the plans and the strategies are just tools and ways for development, and any document is just a another link that the workshop "بين الواقع والمرتجى" is trying to add .

Thus each project theory concept or approach is just a part or a section of a long and vast approach and another step to reach the goal of sustainable development that "BaskintaBaytouna" is trying to set one more milestone through this workshop, as well the short reached goal is a set of definition and understanding for sustainable development that will be set in this workshop. The practical part won't be set just in a debate but will be retrieved from the projects realized and completed.

In order for the job to be fruitful Dreams Wishes and Features that were collected , are divided into sectors :

- Health

- Agriculture

- Environment

- Education and Culture

- Energy and water

- Citizenship and equality

- Institutions mayors and municipalities

- Sports

The environment , agriculture , literature and education took a larger space .Then these three major sectors that are mentioned above were the subject of a debate for each section of people assigned with a certain sector.

The work of each group was to set the agenda in accordance of the following basis:

- The concerned parties

- The part that we are playing right now

- The desired role for these categories

- The obstacles that stands against completing these roles

First group environmental aspect:

The first group that was responsible of the environmental aspect , presented their study and research , by setting a chain of priorities that are the following : National reserves , sanitation, and the crushing plants. Then the responsible parties of these mentioned sections were pointed, and they are : urban planning , municipalities , citizens , associations , and clubs . Then the content of what was discussed findings solutions for the crushing plants, lecturer pointed out that the issue of the environment , for example , is not a subject of populist and deposits paid by the owners of the quarries and what they pay in return is a very small proportion of the damage that they cause. The team then displayed the group vision for the agricultural sector fundamentals and potential problems . The discussion among attendees about the problems of the agricultural sector , entree land built on agricultural land , as declared on the importance of the "Marej" forest its role , and the appropriate work to maintain it…Participants concluded that the irrigation problem is not because there is no water, but it is due cause of the use of primitive methods of irrigation that must be fused and introduced into the whole sector of agriculture in Baskinta and suburbs. As the agricultural sector in Baskinta and its environs is characterized by potential that must be activated, and the Group felt the need to consider this sector a source of livelihood essentials and added that it must invest in the food industry in the region through canning and packaging in order to open new markets , which creates great job opportunities for young people and citizens.

Second Group educational and cultural affairs:

The Second display was from the Group specialized in educational and cultural affairs, the group showed his vision of the reality of this sector and saw that the target groups are the schools and the Ministry of Education and civil institutions as well as the clubs and associations . The debate was pointed that the presence of the parents and children is essential and they are the main stakeholders in the educational sector . Some have recalled the successful experiences of some associations and their role in education and the revival of the younger generations such as the Lebanese Association for the deployment of orchestral music "LEBAM" and the role of the cultural edifice Abdullah Al Ghanem . They also stressed the need to find a museum to Mikhail Naime "ميخائل نعيمه " to preserve the great legacy as its importance in the tourism movement either in attracting tourists investors and intoducing the cultural treasure of this great poet .As the bodies that represent the General sector condemned the importance of the role of municipalities in various fields , pointing from the other side , that the central system severely limits the activity of the municipalities and the rules is the biggest strain preventing the completion of this role, stressing the need to give municipalities independence for work and activities.

At the end Dr Melki asked the audience to visualize how to follow up the meetings , suggestions came in the following form :

- Create a follow-up committees in every sector of the mentioned sectors , that will pursue the search and work on more further goals.

- Form a joint committee comprising various participants in the workshop to come together and dialogue to reach a result

- Specialized small meetings for each of the sectors under the supervision of the Assembly of the Organization

- - The need to start working with something specific without waiting to no end

- - Form specialized committees working on each subject seriously and in cooperation with relevant government agencies

The participants agree to start realizing a practical project, and after several proposals the visions met on the solid waste sorting and recycling, the lecturer explained that this issue has succeeded in areas in relative terms by the adoption of the people and their conviction . The removal of waste containers for roads necessity for the success of the domestic sort so that people find it easier than to throw their waste without the difficulty of sorting them, explaining that the sorting process is the process that will rend money and make the project successful and the easy way is to get rid of waste by outsourcing wastes to companies Sukleen …

At the end of the workshop Dr Adnan stated that the impulsive power and concern of the participants must be built upon and invested and suggested a way to complete the dialogue and research through the establishment of a follow up action plans related to the three groups that were created, as well the participants agreed that they will engage with the largest possible number of people by taking their opinion through questionnaires estimated its end that draw concerns and withdraw the extent of participation and cooperation of Baskinta and suburbs habitants.

The interlocutor suggested a project title that can be practical to start with and stated that the Waste Sorting Project would be a great start, explaining that this is his personal opinion , and the expectation are up to the local habitants and the civil society organizations to activate their role . Attendees also expressed their interest in the Waste Management project so did Baskinta municipality, that showed willingness and seriousness in adopting such a project if an action plan is created, as an alternative substitute for dealing with Sukleen company , which will add revenues to the municipal budget savings .

Thus it was after a hard study and research embarked by the Organization of BaskintaBaytouna realized some serious work based on the conclusion reached by the participants in the workshop , and has prepared a draft project study and attached the study to a proposal, that was realized using scientific help experienced technicians, the study was submitted to the United Nations Small Grants Program , addressing the study of how to deal with solid waste and how to sort it.On January 30, 2013 we received the approval of the grant, and we enclose a copy of transparency, most of all we congratulate Baskinta and Suburbs habitants, may this project be the launching of many good gestures and many new projects towards a prosperous future and a new step towards a countryside with clean environment for emerging generations .
